It is axiomatic that a healthy organization has strong leadership and weak leadership produces a sick organization. When I was growing up in Tennessee the farmers used to say that corn died from the top down. I think the same can be said for dying churches. Interestingly enough, reform starts at the bottom almost like revolutionary movements and usually replaces ineffective leadership. If we were to visualize this process you would have the problem moving from top to bottom and the solution moving from bottom to top. Let me ask you a question in return: do you think this principle applies to all organizations or just to churches?
